Grievance 33 – Loss of a Bicameral Legislature

Describes the lethal blending effects of Proposition 1A (1986) and a 1964 Supreme Court decision, Reynolds vs Sims. Prop 1A gave California a full-time, professional,11-month Legislature. Reynolds vs Sims removed the Bicameral nature of the Legislature in California, severely diminishing/eliminating representation of rural counties. This loss of representation and continual passage of legislation has supplanted a system of checks and balances with a government by decree.
