Grievance 40 – Insurrection Act of 1807

The Insurrection Act of 1807 is cited as a remedy and a means by which the President of the United States can intervene when a state government opposes or obstructs the execution of US laws, routinely puts the safety and security of its citizens at risk or engages in lawlessness, insurrection or rebellion. An appeal is made to the President to exercise this authority to intervene on behalf of US citizens living in California.
