The CA governor has used “emergency powers” to issue at least 40 Executive Orders usurping power from the legislature, in effect destroying the little federal model of governance by 3 co-equal branches, leaving only the Executive and Judiciary with power. Having one weakened branch may result in the collapse of all three into a one-power system, known as a dictatorship. The remedy to a situation like this as set forth in the Constitution is the making of a new state.
