Grievance 1 Initial statement of concern
Cites deliberate destruction of ‘representative’ governance through establishment of a mono-party system, illegal district designs, false illegal elections, and corrupt election procedures and actions. Identifies that Sanctuary city/state policies promote lawlessness, incentivize invasion and expose citizenry to financial burden, violence, and punishment for following federal law.

Identifies the unconstitutional oppression of citizens by diverting infrastructure funds, re-wilding, diverting and withholding of access to natural resources, denying parental rights regarding mandatory childhood vaccinations, and establishing treaties with foreign powers.
Grievance 5 Acts of sedition
Acts of sedition in direct violation of the Supremacy Clause (Article VI, Clause 2) have diminished Constitutional rights of citizens. Violation by government officials of their oaths of office has brought about a reign of terror for the citizenry .
Grievance 6 Systematic infringement
Systematic infringement upon the 2nd Amendment, the Right to Bear Arms, has created “ soft targets ” in schools, military sites, and other places, prohibiting citizenry from protect ing their lives, family, property and blessing of liberty.
Grievance 7 Invasion of illegal foreign nationals
Illegal and unconstitutional laws have allowed for the invasion of illegal foreign nationals bringing violence and disease to the state. Local and state officials have worked against the very citizens they are sworn to protect.
Grievance 8 Lack of protection
Addresses a lack of protection from invasion and violence. Creation of illegal and unconstitutional laws has attracted, caused and promoted the invasion of illegal foreign nationals into California as our elected officials have blocked enforcement of federal immigration law.
Grievance 9 A deliberate design
Identifies the deliberate assertion of state supremacy over that of the US Constitution in conflict with Article VI Clause 2, the Supremacy Clause, through unlawful legislation. Specifically, cities and counties thwart federal law enforcement through Sanctuary policies that fail to protect the citizens of California. Acts of Treason and insurrection are evident in the intentional disregard for federal immigration laws.
Grievance 10 Deliberate rebellion
Notes deliberate rebellion against the US by disregarding federal laws such as the Supremacy Clause (Article VI Clause 2). Creation of an illegal and unconstitutional “ California Citizenship ” which supersedes US citizenship and incessant violations of federal law are part of a deliberate insurrection.

Early release from prison of violent criminals through a redefining of violent crime offenses is a direct attack on our right to protection from domestic violence. Specific statistics/example are cited. The usurpation of federal powers, denying California citizens protection from domestic violence, has created a reign of terror and shows an intent to secede from the Union.
Grievance 12 Failure to provide free and fair elections
Undermining the integrity of free and fair elections through systematic changes in election procedures has encourag ed illegal foreign nationals to influence election results. This is an abdication of the responsibility to protect our electoral process and to protect citizens against invasion.
Grievance 13 Restricting
Restricting and paralyzing the California National Guard ’ s mission has render ed them powerless in the protection of the California border. Advocating the overthrow of the US government by encouraging an invasion of illegal foreign nations has placed US citizens in danger.
Grievance 14 Attacking religious liberty
A ddresses attacks on religious liberty, the freedom of speech and peaceful assembly as represented by Assembly Bills that sit before the California Legislature, such as AB 2943.
Grievance 15 Treason through rebellion/insurrection
Addresses destruction of the Constitutional rights of citizens by the current California government, citing 18 U.S. Code Chapter 115 with specific reference to treason through rebellion/insurrection, seditious conspiracy, and advocating the overthrow of the US government.
Grievance 16 Creating a mono-party voting process
Addresses creation of a mono-party voting process to assault representative government by repeatedly amending the California Constitution. It was amended to allow for select individuals to serve an additional 2-terms set as Governor . Amending Section 5 and 6 of Article II to implement Proposition 14 end ed the bicameral republican form of government, thereby allowing only top two primary vote getters to advance to the general election ballot which often lists candidates from only one party.

Grievance 18 Purposely defunded
Cites the intentional defund ing of the California Depart of Justice ’ s Bureau of Narcotic Enforcement in 2011. The effect has been to p romot e the invasion of criminal illegal foreign nationals, endangering citizens ’ lives and property.
Grievance 19 Election system
The systematically implemented statewide mono-party election system is destroying California ’ s sovereignty. Prop 11 ( 2008 ) altered voting districts. Prop 20 ( 2010 ) formed Calif. Citizens Redistricting Commission which conducted their open meetings only in Mexico. Combined with Prop 140 (1990) and Prop 14 (2010) these changes have created a structure of voter suppression.
Grievance 20 2nd Amendment rights
Addresses destroying citizens ’ 2nd Amendment rights to a well-regulated militia, the right to keep and bear arms, and to protect against governmental oppression. Disarming citizens leaves criminals, cartels and government with firearms.
Grievance 21: Corrupted voting system
Addresses a state voting system that ensures one-party control of all state branches of government, destroying California’s sovereignty. Voting has been suppressed through manipulated voter rolls, mishandling of provisional ballots, use of exclusively mail-in ballots, ballot harvesting, DMV mishandling of voter-registrations and a “jungle primary” system that often prevents a second party candidate from appearing on ballots for representatives.
Grievance 22: Invasion of violence
Cites the failure of California’s government to protect against invasion, another assault on our sovereignty. Tools of government have been used to open the southern border, exposing rural communities and livestock to heinous cartel trade craft violence.
Grievance 23: Human trafficking through southern border
Addresses the effects of California’s open-boarder policy, exposing citizens to invasion by undocumented foreign nationals, many of whom are themselves victimized by the resulting multi-billion dollar industry of human trafficking.
Grievance 24: Excessively amended constitution
States that the California constitution has been amended/revised 520 times, replacing an unpaid, biennial Legislature with a paid, 11-month Legislature that meets, writes and passes laws within a mono-party system. This excessive control imposed upon the citizens is a misuse of the democratic process. Today’s California Constitution violates both the Constitutions of the US (Article VI, Section 2) and the 1879 California Constitution (Article I, Section 3) undermining a republican form of government for California citizens.
Grievance 25: Displaced California citizens
Open boarders, financial hardships, and physical violence have driven US citizens from California. Numerous examples are given of preferential treatment of illegal foreign nationals over US citizens. The net effect of the economic, cultural and social devastation has been to displace and replace US citizens in California from all strata of society.
Grievance 26: Hyper-legislative process
Focuses on a hyper-legislative process that produces unconstitutional California state laws that violate the Supremacy Clause. Coupled with an abdication of responsibility by elected leaders, the effect has been to diminish the Constitutional rights of California’s citizens while undermining the sovereignty of the Union of the United States.
Grievance 27: Violations of Supremacy Clause and Third-World results
Addresses additional violations of the Supremacy Clause of the Constitution by all levels of California’s government failing to enforce laws that they themselves have imposed. The result has been Third World level homelessness, sanitary conditions, health, safety, security and infrastructure. The institutional repression of expressions of belief in God has violated the 1st Amendment rights of California citizens.
Grievance 28: California lawlessness
Addresses California’s refusal to abide by U.S. Federal laws and the enhanced lawlessness resulting from state bills and laws that work to the detriment of California citizens. CA’s judicial system operates outside the bounds of accountability having weaponized the court system and having corporatized the penal system to act, in effect, with hostility for the Constitutional rights of California citizens.
Grievance 29: Economic terrorism and disaster capitalism
E co-terrorism , imposed by a governor whose radical environmental agenda contributes to devastating wildfires and prohibits use of valuable California natural resources, forces dependence instead on relief from the Federal government to advance a system of ‘disaster capitalism’ used to bail out an otherwise bankrupt state. Decisions by the Governor and Attorney General enabled Illegal foreign nationals to develop an illegal cash crop industry, exposing rural California citizens to related violence and crime.
Grievance 30: Property crime increase, Prop 47
Focuses on Proposition 47, the Safe Neighborhood and Schools Act, which reclassified non-violent felonies as misdemeanors and significantly reduced penalties for repeat offenses. The result of Prop 47 was to significantly increase property crime in California, endangering citizens and society as a whole.
Grievance 31: Disenfranchised California citizens
Addresses the effect of California leadership, whose laws and policies have systematically disenfranchised CA citizens, driving many to leave the state to be replaced by foreign nationals. The historically destructive process of objectifying citizens by race, color and creed is cited for it’s potential effects of dehumanization and ultimately oppression of groups of citizens.
Grievance 32: Weaponizing the environment
Addresses a systematic weaponization of the environment and society, using scientific and social processes to create a tyranny over its citizens. Resources are routinely diverted from rural areas and industries to favor urban priorities, impoverishing rural communities. Balkanizing and objectifying citizen groups while extending augmented rights and privileges of citizens to aliens has promoted societal decay and citizen flight from California.
Grievance 33: Loss of a Bicameral Legislature
Describes the lethal blending effects of Proposition 1A (1986) and a 1964 Supreme Court decision, Reynolds vs Sims. Prop 1A gave California a full-time, professional,11-month Legislature. Reynolds vs Sims removed the Bicameral nature of the Legislature in California, severely diminishing/eliminating representation of rural counties. This loss of representation and continual passage of legislation has supplanted a system of checks and balances with a government by decree.
Grievance 34: Government without consent of the governed
Addresses a despotic state government that uses mercenary economics and unconstitutional privilege to ignore and replace the Rule of Law with actions that victimize classes of people while exploiting taxpayers and natural resources without the consent of the governed.
Grievance 35: Corrupted, self-serving government
Identifies the bloated, inefficient California government as corrupted to serve itself, driving industry and opportunity away for its citizens. Officials evade their sworn duty to uphold the legal system often favoring the incarcerated over crime victims. The existence of a war zone at the southern border rife with human trafficking, drugs, weapons, money laundering and political assassinations, carries over to California communities and is also a result of the corrupted legal system.
Grievance 36: California’s De Facto Secession
California citizens are appealing to federal authorities to intervene by recognizing our New California statehood as a remedy to California’s De Facto Secession in defying federal authority on matters of immigration law and in failing to provide for the common defense of it’s citizens. Without the consent of the governed, CA’s leaders have entered into agreements and treaties with foreign governments that are contrary to the will of our citizens and are in fact to their detriment.
Grievance 37: Targeting law-abiding citizens as extremists
Identifies the phenomenon of law-abiding citizens, targeted as extremists for dissenting views that support the Bill of Rights, being driven from California as political / economic “refugees”. The case is made for these citizens to find asylum and sanctuary in the 51st state of New California.
Grievance 38: Lawless Sanctuary Cities
Draws attention to the lawless nature of California’s urban areas designated as Sanctuary Cities and the unnecessary danger these areas pose to law-abiding citizens. To overcome the egregious loss of our constitutionally guaranteed protections, separation and formation of a New California state is identified as the remedy.

Focuses on CA’s policy decisions that have resulted in voter intimidation evident in the workplace, schools and marketplace. CA elections have become fraudulent as efforts to secure ballot integrity have been undermined to allow voting for non-citizens, felons and imposters. Unable and unwilling to wait for the results of fraudulent elections to determine their destiny CA citizens are appealing to be the 51st state of New California.
Grievance 40: Insurrection Act of 1807
The Insurrection Act of 1807 is cited as a remedy and a means by which the President of the United States can intervene when a state government opposes or obstructs the execution of US laws, routinely puts the safety and security of its citizens at risk or engages in lawlessness, insurrection or rebellion. An appeal is made to the President to exercise this authority to intervene on behalf of US citizens living in California.

After responding reasonably to the COVID-19 threat, California citizens are declaring an end to the temporary and voluntary curtailment of constitutional liberties. They are rejecting the tyranny imposed by state leaders who have caused irreparable damage through medical, statistical and political malpractice. An appeal is made for a new constitution that the New California State will provide.
Wave 2, Grievance 02: The Tyrant Lies, The State Dies
Highlights the governor’s false assertion that California went from tens of billions in surplus to tens of billions in deficits in just weeks, when in fact, he used the COVID-19 crisis to obscure the fact that the state’s abysmal financial deficit has been longstanding. Cites the irreparable damage to crops, harvest, the food chain cycle, systems of production and the resulting financial ruin and devastation to CA families caused by the governor’s “lockdown recession”.
Wave 2, Grievance 03: Loss of Liberty under the guise of safety
Cites unelected officials imposing unconstitutional orders/edicts upon citizens under the guise of preserving health and safety. Ventura County’s involuntary placement of citizens into special housing as a result of testing/contact tracing and Alameda’s ordered closing of Tesla are two of several examples given. The notion of imposing a “new normal” and the governor’s imposed “lock-down recession” are a direct attack on our basic rights and liberties.

The nonpartisan Legislative Analyst’s office cited 13 ways in which the governor tried to “sideline legislative authority” usurping legislative powers for his own. Since declaring the state of emergency he has signed 41 Executive Orders, changing over 200 laws, spanning 17 different California codes.

Addresses the fact that California’s governor has continued to issue executive orders without public input and without the deliberative process provided by the Legislature until blocked recently by the judicial branch. The judge’s order blocked an executive order to require all registered voters to receive a mail-in ballot for the November election and directed the governor to refrain from unilaterally amending, altering and changing existing statutory law or making new statutory law.

California failed to publish its Comprehensive Annual Finance Report. Discrepancies between the non-partisan Legislative Analyst Office’s declaration of a massive General Fund budget shortfall through June, 2021, and the State Controller claims of an increase in tens of billions in borrowable resources, suggest improper or illegal use of borrowed Federal health/stimulus funds to offset General Fund budget deficits. New California State calls on the US government to investigate.

Ca’s governor has withheld federal grants to fund state deficits, claiming the “right” to seize grant funds from counties not in full compliance with his “new rules and regulations” resulting from recent Executive Orders. This action sets a dangerous precedent in establishing that a state governor can withhold spending federal funds without legislative approval to fund its state budget deficit.

The CA governor has used “emergency powers” to issue at least 40 Executive Orders usurping power from the legislature, in effect destroying the little federal model of governance by 3 co-equal branches, leaving only the Executive and Judiciary with power. Having one weakened branch may result in the collapse of all three into a one-power system, known as a dictatorship. The remedy to a situation like this as set forth in the Constitution is the making of a new state.
Wave 2, Grievance 12: The Dictator Has No Clothes
CAs governor has “served” the people of CA by bringing the state to near collapse financially, culturally and socially with outrageous unlawful commands and edicts.While exempting his own winery and CA casinos he has ordered business closures for 19 counties by focusing on a spike of positive test results only, although the mortality rate for a state of 40 million people is quite low. Additionally, as he plans the release of 8,000 inmates from prison, his edicts reflect his use of the coronavirus to advance the left’s “agenda”.
Wave 2, Grievance 13: The California Governor Has Been Doinked
A a result of CAs bankruptcy in the 1930s, states can no longer declare bankruptcy. CA has received a federal bailout for overspending it’s budget by $19 billion in 2001, and again in 2008 for $42 billion of overspending. According to LAO estimates, CA has overspent now in 2020 by about $84 billion. President has said that he will not be bailing out mismanaged states. CAs governor with his budget stands at the edge of a financial cliff and is about to be pushed with the “doink” of a little finger push into financial insurrection.

The California governor has imposed a form of martial law. As a communist dictator would do, he has used unelected bureaucrats to act as a quasi-legal regional authority to impose mandatory mask-wearing and lock-downs contrary to empirical scientific studies. In circumventing the state legislature he has undercut the very essence of a representative, republican form of governance. An appeal is made to the Congress and to the Executive Branch of the US government to recognize New California’s Constitutional duty to reject this tyranny. We request that the President of the United States act to remedy these abuses and to establish the New California State.

Details are provided revealing the hypocrisy of the California governor engaged in sweetheart bank deals and personal property tax delinquency. As he pushes numerous tax increases on the people of California, opining that citizens are not paying their “fair share” he has signed an executive order that coincidentally benefits his own financial situation. Numerous examples are given of America’s political elite who, like CAs governor, deem themselves royalty, live accordingly but dictate numerous draconian restrictions on the citizenry.
Wave 2, Grievance 16: $100 PLEASE
Although it was revealed in May 2020 that California has a $85 billion cash shortfall for the 4th quarter, the state could not borrow in the short- or long-term from lenders because the state was in default of filing their annual 2018-2019 federal FASA report. To continue the services of state government, they borrowed federal dollars from the Coronavirus Relief Funds. This misuse of funds left many without their entitled unemployment Coronavirus relief, and leaves California unable to use these funds to provide the required 25% or $100 of the $400 benefit offered by President Trump’s executive order for extended unemployment benefits.
Wave 2, Grievance 17: Rats Jumping Overboard
Mismanagement of federal funds intended for Coronavirus aid and default by failing to provide disclosure of financial records as required by law has resulted in the inability of California to obtain long- or short-term loans, increasing cashflow shortages estimated to be over $120 billion. After a press conference in which the governor admitted to the illegal use of CARES funds, he admitted that the state has inadequate funding to open schools in addition to the fact that hundreds of thousands of Californians will not get the necessary relief funds promised to them. That very week the California Dept of Public Health Director/State Health Officer, the governor’s Legislative Secretary and his Deputy Cabinet Secretary resigned.
Wave 2, Grievance 18: $44,000 Per Month
Recently released documents reveal in early January, 2020, before there was an announced Covid-19 pandemic, two California counties hired a Covid-19 Health Director to run their regional Bi-County Emergency Operations Center at a salary of $44,000 per month. The unelected bureaucrats of this and other regional Covid-19 programs have been implementing totalitarian policies stripping us of our constitutional rights. We have seen this before with over-legislation, and when unelected bureaucrats in our government have similarly misused regulation to strip away our liberty. The concept of a regional governance system in which unelected bureaucrats successfully circumvent elected representation is a hallmark of totalitarian regimes.
Wave 2, Grievance 19: End Sovereignty
Focuses on the concept of ‘sovereignty’ as defined by our US Constitution and as it pertains to California counties. Sovereign Counties are the basic governance unit of the nation. In California the governmental mechanism to achieve the destruction of the sovereigns is to bypass elections for the replacement of county Sheriffs, District Attorneys or Treasurers, instead securing their replacement with an appointment by supervisors. Once an “appointee” is in office the legal authorities granted a sovereign over the county supervisors stops, thus allowing unfettered authority to the county supervisors with no oversight by an elected sovereign. Not allowing the people a voice in electing their own Sovereigns is now the trend by most county supervisors and the California governor today.

Describes how the government of California, the current governor and mono-party system along with local officials are following a coordinated design with the intent to actively engage in “Acts of Insurrection” against the US Constitution and addresses their abdication of responsibilities of authority and sovereignty over the US citizens living in CA. It further explains the tools available to the President for dealing with this lawlessness, insurrection and rebellion, specifically the 14th Amendment and how it applies to the political leaders who violated their oaths, actively engaging in rebellion against the US.

In writing executive actions, many of which are in direct violation of the Constitution, he has abused his authority to suspend the Bill of Rights for California citizens. In violating the 1st, 4th, 8th and 14th Amendments he and those government officials or officers of the law who act in concert with these illegal actions are subject to Title 18, U.S.C., Section 242 of the US Justice Department.

This is a call to for the state legislature to use its limited powers to repeal the governor’s seemingly unlimited authority in issuing 53 Executive Orders that span15 different California Codes, changing over 400 state laws, effectively destroying the state’s economy under the Emergency Services Act. The Governor has acted unconstitutionally in exercising legislative powers.
Wave 2, Grievance 23: Arrest the Speaker of the State Assembly
Calls for the arrest of the speaker of the state assembly for lying to the citizens of California in making the following assertions: “We have set aside $7 B for housing solutions in recent years.”, and in alluding to a $13 B reserve stating, “We built the large budget reserve that now helps us face the fiscal crisis.” In fact, the state is now over $100 B short of cash and is no longer solvent and his inaction is contributing to the destruction of the state economy.

Seeks the removal of the California state President of the Senate. The passage of SR 86, approved by voice-vote with no vote tally and without meeting public notice requirements, gave unfettered power to the Senate President Pro Tem under the pretense of “flexibility to function during the time of crisis”.

The moratorium on evictions in California which threatens landlords, driving them to bankruptcy and financial ruin is being met with another devastating enactment by the state in an all out assault on private property rights. SB 1079 interferes with the normal business cycle, prevents the liquidation of bad debt, rewards government dependence and destroys private wealth. The bill gives California the first right of refusal to buy all foreclosed properties.
SB 29 will mandate the extension of all mail-in voting for any election held before January 1, 2022. Therefore any recall election would be held by mail-in ballot voting.
